Tavira, in the Algarve region of Portugal, is one of the most beautiful cities in Portugal. Its beach is on Tavira Island, a short ferry ride across an inland waterway. When the main tourist boat ferry from Tavira's city centre closes for the cooler months, this ferry takes up the slack. It costs 1.50 Euros per person and is worth the ride if only for the scenery.
Tavira Beach is beautiful and not very busy in October.
